Job Description

  • Responsible for the day to day planning, management, and administration of the construction phase of the 10 year Capital Improvement Program for projects in the water distribution and sewer collection systems.
  • Manages in-house staff and construction management firms providing construction management and inspection services.
  • Develops risk mitigation strategies including claims avoidance, for all construction contracting in the water and sewer systems with emphasis on bringing projects online on time, and within budget.
  • Oversees, reviews, and recommends approval of all change order and claim negotiations with construction contractors and consultants.
  • Ensures that contractors and consultants meet all requirements concerning construction scheduling, progress reporting, safety measures, and records.
  • Develops and monitors relationships with other District and Governmental agencies, and provides support to permitting activities.
  • Coordinates construction with representatives of other DC Water Departments, Federal agencies, and utility companies.
  • Ensures construction contractors comply with the contract requirements, and mediates any disputes with the contractor.
  • Develops and implements QA/QC procedures for all construction management work overseen by the Branch.
  • Provides daily planning and administration, directly and through subordinates, in the selection, assignment, supervision, promotion, discipline, and training of personnel within the Branch assigned to the management of the water and sewer system CIP.
  • Other duties and projects as assigned at the discretion of the Branch Manager.

Job Requirements

  • Bachelor’s degree in Civil Engineering or related field from an accredited college or university and seven (7) years of progressive related experience associated with the implementation of Capital Improvement Programs, with an emphasis on construction management, inclusive of five (5) years of supervisory experience; and/or combination of education and experience.
  • Strong Program and Project Management skills.
  • Strong analytical, planning, and organizational skills.
  • Strong leadership and interpersonal skills along with excellent oral and written communication skills.
  • Utilizes personal computer and maintains a working knowledge of applicable software programs, (i.e. project controls, financial controls, document management and tracking, word processing, spreadsheets, e-mail, etc.).
